On July 1, 2026, exactly 19 days after the government-mandated shutdown, Claude Fable 5 came back online globally, fitted with new safety classifiers. This is the first documented case of a model suspended under a government directive receiving a full restoration, rather than quietly fading away. During that time, Anthropic didn't just wait: it built in new safety classifier systems specifically designed to address the risks that triggered the shutdown in the first place (jailbreak attempts, vulnerability discovery). What changed

Anthropic hasn't made the exact technical details fully public, understandably, since disclosing the inner workings of a safety classifier system in detail would itself be a risk).
